Background:
OSCE missions and field activities are the front line of OSCE work in countries that require assistance and are the agent through which political decisions are translated into action. Each mission has a different mandate, but generally work addresses early warning, preventive diplomacy, conflict management and post-conflict rehabilitation.
Tasks and Responsibilities:
Under the Direct Supervision of the Deputy Chief of Elections, the IT Officer will perform the following duties:
– Supporting and advising the counterpart on designing database software for registration and out-of-country voting data entry
– Supporting and advising the counterpart in the maintenance, technical update and expansion of a multi-layered database and specially designed computer programmes to support Kosovo-wide voter registration, registration of political parties, coalitions, candidates, voting results, the allocation of mandates and other peripheral programmes
– Supporting and advising the counterpart on creating queries and procedures using Transact-SQL in a MS SQL Server 2000 environment.
– Supporting and advising the counterpart in administering MS SQL Server 2000; building and maintaining websites using ASP NET, Java Script and HTML
– Doing research on new technologies including but not limited to XML, remote data access, connectivity to multiple database formats, web publishing, intranets, etc.
– Performing other related duties as required
Necessary Qualifications:
– First-level university degree in computer science with specialization in application and database development
– Minimum of four years of professional experience in managing information systems, supporting users and/or the development/design of large databases, some of which should have been acquired in an international field operation or military logistics related activities
– Excellent knowledge of computer technology and software such as MySQL Server 2000 and Client/Server environments; knowledge of Visual Basic 6.0 or Visual Basic, NET, ASP, JavaScript and HTML would be desirable
– Excellent knowledge of well-established/reliable IT technologies and computer software
– Experience in using Integrated Development Environments (IDEs) as well as database modeling tools
– Excellent written and verbal communication skills in English, including the ability to draft technical instructions and training material for staff and to explain technically complex contexts to a non-technical audience
– Possession of a valid driver’s license and be able to drive standard transmission vehicles
– Demonstrated gender awareness and sensitivity as well as an ability to integrate a gender perspective into tasks and Organization for Security and activities
– Ability to establish and maintain effective working relationships with people from different national and cultural background whilst remaining impartial and objective.
Remuneration Package:
Monthly remuneration, subject to social security deductions, is approximately USD 3964, to which is added Board and Lodging Allowance (currently 115 Euro per day). Social benefits will include the OSCE Provident Fund and the possibility of participation in the Van Breda medical insurance scheme.
