Background:
Please note that this is a new extra-budgetary (ExB) Election Awareness and Training Capacity Building Project. This position will commence in March 2012 and recruitment will be only carried out upon receipt of funding.
OSCE missions and field activities are the front line of OSCE work in countries that require assistance and are the agent through which political decisions are translated into action. Each mission has a different mandate, but generally work addresses early warning, preventive diplomacy, conflict management and post-conflict rehabilitation.
Tasks and Responsibilities:
Under the overall supervision of the Senior Project Officer, the Project Manager will be responsible for the formulation, planning, monitoring and implementation of all projects under the Democratization and Good Governance Programme which includes civil society development, elections and media issues. More specifically, the incumbent will carry out the following duties:
– Designing project proposals and contributing to fundraising efforts and implementation of approved projects-negotiating with potential project partners and donors
– Co-ordinating project implementation, identifying problems and proposing specific action to be taken to expedite delivery of inputs; drafting project revisions, including adjustments to individual project budgets, on the basis of changed work plans
– Establishing and maintaining contacts with civil society as well as relevant government officials and institutions providing support to the government in the implementation of projects relating to the further enhancement of democratic institution building in Ukraine;
– Planning and supervising the work of the Democratization and Good Governance Programme to ensure project implementation is in line with the goals set out in the project documents
– Monitoring ongoing project work, collaborating with national counterparts or NGO partners of joint projects and providing guidance to implementing partners
– Ensuring that the spending of extra-budgetary contributions corresponds with the project goal and is in line with the agreement met with the respective donor
– Ensuring that the disbursement of funds is in line with OSCE programmatic and financial regulations;
– Preparing reports, overviews and other information and analytical material if requested by the Project Co-ordinator; ensuring that reporting is based on a thorough evaluation and analysis of the respective project
– Preparing narrative and financial reports for donors based on their respective demands and in accordance with the Memorandum of Understanding of the office, OSCE donor agreements and the Common Regulatory Management System (CRMS);
– Performing other related duties as assigned.
Necessary Qualifications:
– Advanced university degree in law, political science, economy, social sciences or related field;
– Minimum of six years professional experience in project management, preferably in an international organization and having a focus on democratic institution building and elections
– Experience working in Eastern Europe/the CIS
– Proven ability to establish contact and develop constructive relations with civil society, as well as the ability to work with government officials and institutions
– Professionally fluent in English and good oral and written skills in Ukrainian and Russian;
– Ability to communicate clearly and concisely
– Demonstrated management, organizational, analytical, communication and interpersonal skills;
– Computer literate with practical experience in the use of Microsoft packages and ERP systems, preferably Oracle;
– Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities
– Ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.
Remuneration Package:
Monthly remuneration subject to social security deductions is about US$ 4,758, to which is added Board and Lodging Allowance (currently EUR 124 per day subject to change without prior notice). Social benefits will include possibility of participation in the Vanbreda medical insurance scheme and the OSCE Provident Fund.
