O Ευρωπαϊκός Οργανισμός για την Ασφάλεια και την Υγεία στην Εργασία (OSHA) έχει εκδώσει την ακόλουθη προκήρυξη δημιουργίας εφεδρικού πίνακα (reserve list) για την πλήρωση θέσης υπαλλήλου με σχέση εργασίας ορισμένου χρόνου:

JOB FRAMEWORK

Under the supervision of the Head of Prevention and Research Unit, the Project Manager will work mainly, but not exclusively, in the area of occupational health, occupational hygiene, epidemiology and work-related illness. The jobholder will oversee projects, carry out research and analysis, manage contracts and assist in dissemination and promotion of products. He/she will work particularly in the areas of ‘Anticipating change’ and ‘Facts and figures’, as described in the topics covered by the Prevention and Research Unit:

  • Anticipating change: through the identification of new and emerging risks in order to improve the timeliness and effectiveness of preventive measures. Research methods used include expert surveys to provide forecasts and scenario-building as part of a foresight.
  • Providing facts and figures: to give an accurate and comprehensive picture of OSH risks, their effects and how they are prevented and managed. Comprehensive analyses are carried out based on survey data, administrative data, expert interviews, focus groups and literature reviews.
  • Developing tools for OSH management: for smaller workplaces to manage health and safety and consequently improve implementation of the core elements of EU OSH legislation. Implementation of the online interactive risk assessment tool (OiRA) allows sector-specific tools to be developed.
  • Raising awareness: to get the OSH message across to the multiple intermediaries and beneficiaries by raising awareness about workplace risks and how to prevent them. Specific projects support the two-year Healthy Workplaces Campaign.
  • Networking knowledge: to mobilise the OSH community through new tools. The OSHwiki will not only provide information on the whole range of OSH issues, but will also function as a platform for collaboration and knowledge sharing.

2. JOB PROFILE

Main functions and duties

The successful candidate will be responsible for:

  • Developing proposals for research and dissemination projects, including specification of resources, schedules, tasks and deliverables.
  • Supervising and monitoring research and dissemination activities, ensuring that they run to plan, within budget and meet defined objectives and quality criteria.
  • Contributing to the Agency’s research in the field of health and safety at work, preferably as regards the areas of occupational health, occupational hygiene and work-related diseases.
  • Drafting and editing reports and other documents based on research and other data collection for publication by the Agency;
  • Project, financial and contractual management of external research expertise.

3. ELIGIBILITY CRITERIA

To be considered eligible, applicants must satisfy all of the following requirements on the closing date for submission of applications.

General conditions

  • Be a national of one of the Member States of the European Union, Iceland, Norway, or Liechtenstein (parties of the EEA Agreement);
  • Enjoy their full rights as a citizen;
  • Have fulfilled any obligations imposed by the applicable laws on military service;
  • Meet the appropriate personal and professional requirements for the duties involved;
  • Be physically fit to perform the duties[1].

Education

Candidates must have a level of education that corresponds to:

  • Completed university studies of at least three years attested by a diploma.

Professional experience

In addition to the above-mentioned certificates and professional experience, candidates must have a minimum of three years’ experience relevant to the main duties concerned, as described above[2].

Knowledge of languages

The post requires an excellent command of English, both spoken and written, together with a good working knowledge of at least one other official language of the EU.

Evaluation of this competence will be carried out during the written test and the interview of the shortlisted candidates.

4. SELECTION CRITERIA

The following criteria will be used to assess candidates through their application form (including motivation letter), interview and written test.

Essential

  • Professional experience in a similar position related to managing projects in the area of occupational health and safety and/or relevant fields, including coordination, support and planning, as described under ‘main duties’ above;
  • Broad knowledge of occupational health and safety issues;
  • Experience in communicating effectively on occupational health and safety issues, such as making presentations, chairing or moderating meetings or workshops;
  • Capacity to conceptualise problems, identify and implement solutions and set priorities;

Assets to be considered advantageous for selection

  • Experience of applying qualitative and quantitative social research methods; particularly of qualitative and quantitative data collection in more than one country;
  • A good understanding of European social and employment policies, and of the Institutional framework and functioning of the European Union;

5. ENGAGEMENT AND CONDITIONS OF EMPLOYMENT

The engagement for a vacant post will be decided by the Agency’s Director on the basis of a reserve list of a maximum of eight candidates proposed by the Selection Committee. The established reserve list does not guarantee recruitment and may be used for the recruitment of a similar post depending on the needs of the Agency. The reserve list will be valid until 31st December 2014 and could be extended.

A contract offer will be made pursuant to the new Staff Regulations of Officials and the Conditions of Employment of Other Servants of the European Union[3] for a short-term contract of one year with the possibility of renewal based on the service needs and available resources. The job holder will be subject to a probationary period of maximum nine months.

Job environment

The post is based in Bilbao. The job holder shall work in a multicultural environment where on-going dialogue between management and staff, including representatives of the staff, is regarded as vital.

Working time is based around flexi-time and core working hours. English is the Agency’s main working language.

Pay and welfare benefits

The Project Manager will be recruited as a Contract Agent FGIV pursuant to Article 3a of the Conditions of Employment of Other Servants of the European Union.

The remuneration of the staff members consists of a basic salary paid in Euro weighted down by the correction coefficient (for example in Spain in 2014 it will be 96.3%). In addition, staff may be entitled to various allowances depending on the particular situation of individuals, in particular foreign residence allowance (4% of the basic gross salary) or expatriation allowance (16% of the basic gross salary) and family allowances (such as household allowance, dependent child allowance, pre-school allowance and education allowance).
