Responsibilities
Under the guidance of the Director, OCHA Geneva, the Chief will be responsible for the overall management of the Partnerships and Resource Mobilization Branch. Responsibilities include providing management direction and supervision to all staff in the Branch and establishing priorities, goals and work plans. Working closely with the Director and the Office of the Under-Secretary-General, the incumbent is responsible for developing OCHA’s partnership and resource mobilization strategies, and driving their implementation. In coordination with Senior Management, the Chief directs OCHA’s engagement with key partners from the public and private sectors in support of principled and effective humanitarian action.
Management:
– Establishes priorities, goals and objectives for the Branch.
– Effectively manages financial and human resources to achieve corporate priorities.
– Establishes an annual Work Plan against which the performance of the Branch is measured.
Partnership Development and Consolidation:
– Conceptualizes, executes, monitors and evaluates OCHA’s Partnerships Strategy, setting out opportunities, challenges, key tasks and deliverables of OCHA’s engagement with: Member States, regional and inter-governmental bodies, the private sector and other partners as appropriate.
– Guides, supports and ensures coherence across OCHA’s partnership outreach efforts at headquarters and the field level, providing in particular direct oversight to partnership efforts undertaken through Liaison Offices.
– Initiates and develops new partnerships to bring diverse operational, technical and policy experience and support to humanitarian action. Coordinates OCHA’s engagement with partner forums such as the Member State briefings, Good Humanitarian Donorship and the OCHA Donor Support Group (ODSG) to ensure these forums meet OCHA’s objective of contributing to a more inclusive, effective and supportive humanitarian response system.
– Leads OCHA’s engagement with the private sector, and coordinates OCHA’s engagement with the Secretary-General’s new UN Partnership Service to promote strategic private sector engagement with humanitarian actors.
– Engages with Inter-Agency Standing Committee (IASC) organizations to ensure complementarity of approach on partnership activities, as appropriate and in-line with the decisions of the IASC Principals.
Contribution to Corporate Leadership:
– As a member of the OCHA Senior Management Team, contributes to policy development at the corporate level that enhances OCHA’s overall effectiveness.
– Provides leadership and oversight in the development and implementation of OCHA’s Strategic Framework. Contributes to OCHA’s overall advocacy strategy.
Resource Mobilization and Management:
– Conceptualizes, executes, monitors and evaluates OCHA’s Resource Mobilization Strategy – setting targets, opportunities, challenges, key tasks and deliverables to ensure more predictable, flexible and diverse funding for OCHA Country-Based Pooled Funds.
– Ensures coherence across OCHA’s resource mobilization efforts, contributes to OCHA’s sound financial planning, management and oversight of donor resources, and oversees timely and quality reporting to donors on the use of contributions.
– Acts as the primary interlocutor with the ODSG ensuring this mechanism contributes to strengthened strategic relationships with OCHA’s main donors and supports OCHA’s resource mobilization efforts.
– Develops innovative and creative approaches to OCHA’s fundraising challenges.

Education
Advanced university degree (Master’s degree or equivalent) in International Relations or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of an advanced university degree.
Work Experience
Fifteen (15) years of progressively responsible professional experience in the field of humanitarian assistance, including experience in donor relations, project or programme management and strategic partnerships with Governments and/or inter-governmental organization, or in related area. Relevant professional experience must include a minimum of ten (10) years at the international level;. Experience in resource mobilization and partnership-building is required. Extensive experience at a senior management level is a strong asset. Experience of working with the Private Sector is an advantage. Working experience in external relations and partnerships for UN or non-UN programmes is an asset. Extensive relevant professional experience within the United Nations common system, in particular, within the UN Secretariat would be an advantage.
Languages
English and French are the working languages of the UN Secretariat. For this position, fluency in English (both written and oral) is required. Working knowledge of French is required. Knowledge of another UN official language is an advantage.
Assessment Method
Evaluation of qualified candidates may include an assessment exercise. Only candidates who were successful in the assessment exercise will be invited to a competency-based interview.
