The Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization with its Headquarters in Vienna is the international organization setting up the global verification system foreseen under the Comprehensive Nuclear-Test-Ban Treaty (CTBT), which is the Treaty banning any nuclear-weapon-test explosion or any other nuclear explosion. The Treaty provides for a global verification regime, including a network of 321 stations worldwide, a communications system, an international data centre and on-site inspections to monitor compliance.

We seek to recruit a highly qualified candidate for the following position in the Commission’s Provisional

Duties and responsibilities:

Under the supervision of the Chief, Human Resources Section, Division of Administration:

Provide leadership and support to the assigned Portfolio Unit Team in the provision of HR services to the Provisional Technical Secretariat (PTS) staff in line with the Section’s guidelines for implementation of the Staff Regulations and Rules, Administrative Directives and standard operating procedures; Plan, manage and supervise the processes of implementation of policies and guidelines for recruitment (fixed, short-term staff, consultants, cost-free experts and interns) and staff administration at Unit level; prepare vacancy announcements, evaluate applications, formulate short lists for the selection of candidates, conduct interviews, assess candidates, and make recommendations for salary entry points; facilitate performance management and improvement processes, organizational development, employee relations, appointments, transfers, assignments, and separations/repatriation; determine eligibility of staff for allowances, leave entitlements for all staff categories, benefits and other entitlements; supervise the administration of health insurance, provident fund; ensure compliance to code of ethics and conduct and; conduct training needs assessments;

Coordinate Unit activities and ensure that all Divisions supported by the Unit receive quality advise; provide individual staff counseling on obligations, rights and responsibilities to the organization; address staff concerns related to work and entitlements; facilitate standard application of Staff Regulations, Rules and Policies; ensure that exceptions applied during implementation of the Staff Regulations and Rules and all other HR policy guidelines are documented and; propose policy reviews where necessary; Identify operational bottlenecks, inconsistencies in practices, precedence in application of policy guidelines; develop, document and consolidate proposals for consideration for change to facilitate standard and harmonized application of human resource management policies;

Assist line managers in the preparation of draft job descriptions for posts that require job analysis for coding and classification; Examine and ensure accuracy of contents of all contract documentation initiated from the Unit and ensure uniform application of procedures for appointment of new staff members and; facilitate staff reference checks and medical examinations;

Coordinate induction programmes for newly appointed Staff and make proposals for other Staff training and development programmes based on the identified needs;

Monitor and report on the implementation of the tenure policy;

Certify budget related obligations; Represent the Section in joint bodies, task forces and working groups related to the areas of responsibilities; Positively contribute to the knowledge transfer and sharing initiatives of the section, such as documentation of standard operating procedures and work practices to create an environment that emphasizes continuous improvement;

Perform other duties as assigned.

Qualifications:

-Advanced university degree in business administration, human resources, law or in a related field;

-At least seven years of experience in the field of human resources management preferably including three years in an international organization;

-Excellent written and oral communication skills in English are essential. Working knowledge of other official languages of the CTBTO Preparatory Commission would be an asset.

-Knowledge of the Integrated Management and Information System (IMIS) would be an asset.

-Planning and Organizing – Ability to plan and organize work consistent with the strategic goals of the Section; to identify priority activities and assignments and to ensure the effective monitoring and implementation of work plans.

-Communication: Very good skills in communicating with people from different backgrounds.

-Teamwork: Very good interpersonal skills; demonstrated ability to work in a multicultural environment.

-Technological Awareness: Ability to keep abreast of developments and relevant technologies applicable to the profession.

-Leadership: Strong managerial/leadership skills; proven record of building and managing teams and creating an enabling environment.

-Client Orientation: Skillful in identifying clients’ needs and establishing and maintaining effective relationships with internal and external stakeholders.

-Decision-making: Ability to make sound and timely decisions.

Remuneration/Contract:

Indicative tax-free annual net base salary (inclusive of a variable element for post adjustment) from US$102,439 (without dependants) and US$ 110,005 (with dependants), subject to deductions of contributions to the CTBTO Provident Fund and Health Insurance Scheme. Additional benefits include, when applicable, dependency allowance, education grant for children, rental subsidy, six weeks vacation per year, home leave travel every two years.

Initial contract for a fixed term of three years.
