In June 2016, Greece and the European Commission signed a Supplemental Memorandum of Understanding (MoU) detailing economic reform measures and commitments associated with the financial assistance package to Greece going ahead. In order to support effective implementation of specific issues under the MoU, the European Commission requested the International Labour Organization (ILO) expertise. On this basis, the ILO developed a project proposal to enhance institutional capacity in the field of labour administration and mitigate the impact of longterm unemployment.

The ILO office will implement the project in Greece entitled «ILO support to a New Generation of Public Works Schemes in Greece», that is funded by the European Commission. The ILO will work in close cooperation with the Greek government and in consultation with the organizations of employers and workers in Greece. The overall objective of this project is to strengthen the capacity of the Greek government to achieve the objectives of the new generation of Koinofelis/public benefit programme. The project aim to mitigate the impacts of long-term unemployment in Greece through a public works scheme that enhances the employability of participants through the introduction of selected active labour market policies while maintaining community assets and delivering services that contribute to the public good.

To ensure the effective coordination and implementation of activities in Greece, the ILO will appoint a National Project Coordinator who will be based in Athens, Greece. The National Project Coordinator will facilitate, coordinate and provide technical support to the project activities. The National Project Coordinator will work under the direct supervision of the Public Works Expert in EmploymentIntensive Investments based in Geneva, with the Head of the Development and Investment Branch (DEVINVEST) as the Technical Reviewing Chief. The Regional Office for Europe and Central Asia has overall responsibility for providing high level political and strategic direction to ILO’s work.

Qualifications requirements: education, language, experience and competencies.

Education – Advanced university degree in economics, international relations, civil engineering, architecture, urban planning, public administration or other relevant fields. A first level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Experience – Minimum of three years of professional experience, especially in the areas of employment, Active Labour Market Policies,social protection, public works programmes, project management, and working with national and local governments. Knowledge of the political realities of Greece would be an advantage

Languages – Fluency in the Greek and English languages required.
